Frustratingly there are occasions when workers on business have been turned away at the gates of a construction site, because they cannot show a CSCS card to site security. CSCS cards have always been intended to demonstrate that construction-based workers have the necessary competencies to do their work safely. Workers attending site in a non-construction role should not be expected to carry a CSCS card … for example, caterers and cleaners. This misunderstanding undermines the construction card scheme and detracts from its purpose.
When sites adopt a policy of a 100% carded workforce this can result in legitimate, non-construction related workers being refused entry. Some workers possess the Construction Site Visitor card to circumvent this issue. A CSCS card should not be used for workers to simply gain access to site, but to verify the card holder’s qualifications. All Construction Site Visitor cards issued from 3rd September 2018 will expire on 31st August 2020 and CSCS will stop issuing the card from 28th February 2020. Site managers should induct and supervise any non-cardholders needing access for a non-construction role, ensuring they remain safe at all times whilst on site.
